To turn into scientific notation, simply put the number of significant figures out the front, with one significant figure before the decimal, and multiply by 10 raised to however many places you moved the decimal point.

So 93,100,000 becomes 9.31 * 10^x where x is the number of places you've moved the decimal in 93,100,000.0 to 9.31.
(Noting of course, that if you move the decimal place to the right, x becomes a negative value).
Count the number of places you have to move the decimal point to get only 1 digit in the ones place. It will look like this. ?.? * 10^x. -x would mean if you had to move the decimal to the right to make it a while number.

That's correct Algebra1Flunk, however - you don't necessarily only want two significant figures. Sometimes things need more accuracy.

I was taught to simplify to two digits, but your right.
For instance, the difference between 9.31*10^7 and 9.3*10*7 is 0.01*10^7 or 1*10^5 - quite a big difference!
