first I reduced 21/18 to lowest terms by dividing the denominator and numerator by 3. Then I multiplied that result by 2/2 and 4/4. You can always get an equivalent fraction (or ratio) by multiplying the numerator and denominator by the same number. Any number over itself equals one so all you are really doing is multiplying the number by one but in such a way that you can generate different but equal fractions.
