Roy and Valerie are playing a game of tic-tac-toe. In how many different ways can the first 4 moves in the game be made? I tried 9P4 (since, I figured the order mattered in tic-tac-toe) but that didn't work. Then I tried 9C4, but that didn't work either.

yes 4! = 24 so you should be looking for a quite large number since you have 9 spaces not fourfor each move.
