Primary colors make up less than half.  The numerator is the primary colors (red, yellow and blue). The denominator is everything.  So it would be (red+yellow+blue)/(red+brown+yellow+green+blue+orange) = 23/55 = 0.418.  This is less than 0.5 which is half.
