The Earth DOES rotate and the reason why we see only one of the sides of the moon is because its speed of axis rotation and rotation around the planet are the same.

so from this one can conclude that in different part of world we should see different sides of moon?

You should free your imagination a little more and you'll understand that actually when the speeds are equal it looks like the moon doesn't rotate at all, at least when it is seen from the Earth. Otherwise it rotates around the planet and its axis
