this is not really a math problem, but more of a reading comprehension problem make this look like \[(x-h)^2+(y-k)^2=r^2\] and read off the solution

i'm helping my friend, and she doesn't have a OpenStudy account, so i'm just helping her complete assignments. I honestly have no clue how to do any of this.
