Could someone rephrase this problem in other words? The way it is written is confusing me. If it was to be carried horizontally, then why is it shown as being diagonal in the image?

you're looking at a top view of the pipe being carried through the hallway.  when they say horizontally they mean the pole is parallel to the floor.  Notice that if the pole is very long, you wouldn't be able to "make the corner" turn.  The question is asking what is the longest the pole can be so that you can still "make the corner".
