This excel file for spectrophotometry is giving me a negative slope.

Your third concentration for the permanganate is listed as being 0.0014. This is more than 10 times larger than all of your other concentrations. Could it have perhaps been a typo? If changed to 0.00014, you actually get a trendline with a very good R^2 value of 0.9992.
