Similar means that sides are in proportion and that all the angles are equal. Since this is in a coordinate plane, we might as well go off of the picture (differences are clear). Sides are clearly not in proportion; rightmost rectangle is longer and skinnier. If it were similar it would be the same shape, just smaller.

If two shapes are congruent they're also similar. If this isn't similar, it can't be congruent.

No relation.

i was trying to figure out is their similar or not at all by using proportions and i just cant decide because i got 2/3= 4.123/5

I dunno if those numbers are correct or not, but if they are:
Is that true?
Is 2/3= 4.123/5 valid?
2/3 approx = 0.66
4.123/5 approx = 0.825

0.66 isn't even near 0.825, so we know that this statement is false. The sides aren't in proportion, so the figures aren't similar.
