Joe covered the entire kitchen floor with mortar before laying the tile. Which problem might he have encountered

What does mortar do? Isn't it wet so you can set tiles, and when it dries it hardens in place? How might there be a big problem here?

getting the tiles down before it dries, getting to place the tile over the wet mortar with out disturbing it also the wife will kill him for covering the kitchen floor with mortar to lay a tile :)
