Is that a negative outside of the square root?
If yes, then what is under the radical cannot be less than zero. x+3=0 means that x=-3, so for it to stay positive we must have x be no smaller than -3. Therefore the domain is x>=-3 If x=-3, then y=-1 If x is greater than -3, then y becomes more negative (assuming that negative sign is out front of the radical). So then the range is y<=-1. HTH!
