The domain of f is the set of values of x that can successfully be substituted into the function. I don't think there is any problem with substituting any value of x, so\[dom f=\mathbb{R}\]

The x+3 in the exponent shifts the graph to the left a little, but doesn't change the domain or range. The +5, on the other hand, lifts the whole graph by five units, so rather that getting close to zero as x gets really negative, the graph will get very close to five. So,\[ran(f)=(5,\infty)\]and the graph has an asymptote at y=5 as x goes to neg infinity.
