You didn't give any possible answers, but Niccolò Machiavelli promoted a line of thinking that could be boiled down as saying "the ends justifies the means." Basically do whatever you want, no matter how "terrible" in the eyes of others to achieve your goals. So knowing this, what can we predict that Niccolò Machiavelli would say to a ruler?
