What are the difference between a Proposed Standard, Draft Standard, and Standard??

English is not your native language? look up "to propose" and "to draft" in a dictionary; there's nothing specific to computer science:

Proposed Standard:
"It would be a good idea if we would standardize on X"

Draft Standard:
"Here's a preliminary version of the standard on X; let's discuss it and make adjustments"

(final) Standard:
"This is what we've agreed to will be the standard on X"
