About the new code of conduct, how if a person just throw in a question without explaining what he or she does not understand and only waits for an answer, am I allow to delete the post?

No, please don't. Try to entice the user to give you more information about the problem. If you try to do that and they refuse to participate and *demand* that you only give them the answer, or they become rude, then report them so we can have a chat with them. Deleting posts should ideally only be done as an effort to combat spamming or off topic discussion.
