Stalin was part of Lenin's General Staff. The meaning of the quote is that of all of those that remained afterwards, he alone survived to control the USSR by eliminating or marginalizing his rivals. Lenin had recognized the danger in him and had even warned against putting him in any position of power, but Stalin manipulated events afterwards to make it appear that he was the best candidate.
