so, when x=0; y=10 and y=3 when does 10 = 3 make sense?

Consistent and dependent. Consistent because the slopes are the same and independent because the Y intercepts are different. Y=MX+B

id venture to say the system is dependant sint the x and y parts create a vector matrix that is identical and therefore has a determinant of zero
