Try using the quadratic formula: \[(-B \pm \sqrt (B^2 + 4*A *C)) \over 2*A\] \[28 \pm \sqrt0 \over 4\] 28/4 = 7 Technically speaking there are two instances of this answer, so it would look like x={7, 7}, but B is the correct answer.
