He probably would have, or at least let his officials work on something related to it. If a country existed for the Jews as a "homeland", which the Balfour Declaration wanted, then it is possible that the Third Reich would have also used it as another tool to encourage the Jews of Germany to leave. Hitler had no love of the Jews and the Third Reich actively worked to dehumanize them both socially and in a legal sense. However, given the murderous nature of the regime who wanted a "Final Solution" to the Jews and who made it difficult for them to emigrate in the years leading up to the war, it would likely also have little effect on their program of extermination. They didn't just want the Jews gone - they wanted them wiped out.
