Hehe I had to ask Myininaya too. It means that that person can no-longer be your fan and so can't send you messages/fan testimonials anymore.

Also you can't block moderators. I tried to block @darthsid and it wouldn't work.

Simply put, if someone is bothering you (via messages, mentions, fan testimonials etc), block them :)
