I think the answer is the second option. Water off the coast of Florida is going to be warm (so that eliminates two possibilities) and has been associated with maintaining temperate climates in Europe.

In climatology, it is easy to identify associated phenomena like ocean currents, pressure and temperature oscillations, etc - but very, very difficult to sort out the causal relationships between them. Everything affects everything else. So it is certainly possible that warm ocean off the coast of Florida affect North Africa as well as Europe.
