Directrix (directrix):

(9x^2-30x+25)/(3x-5) = (-5 + 3x)^2 / (3x-5). The quotient is, as you wrote, 3x -5. During the division process, the other quantity of (3x - 5) was divided out. If x were equal to 5/3, then you would have divided by 0 which is not possible. So, the restriction is x is not equal to 5/3.
