What creates the charge in an electrical current?

In the electric current , charge is in motion i.e dynamic charge. and dynamic charge creates Electric field as well as magnetic field .But the static charge only creates electric field.

Current is simply the flow of moving charges due to either repulsion (like charges) or attraction (unlike charges). The charges themselves aren't actually created...they are already there at the atomic level.
