When you see a percent sign, think divide by one hundred. So replace the % sign with /100 So now you have .4/100 When you see the word "of" in a word problem, think multiplication. So now you have .4/100 times 36 That gives you (.004)(36)=.144

Oh, I now see the decimal in the question! I often write 0.4% instead of just .4% to help those of us with poor eyesight see better!
