perpendicular means its slope must be the opposite and reciprocal of 1/2, the slope of y = 1/2x + 3.  So it has to have slope of -2.  that leaves only the first and second choice.
plug in x =-3 and y = -1 into both.  whichever gives you a correct statement is the correct choice.
