Well, if we assume the hour hand is on the four (it may or might not be, depending on the clock) we would expect a right angle (the same as the difference between twelve and three).

If, on the other hand, we assume the hour hand moves uniformly, the hour hand will be advanced about 17.5 degrees past the four, so the angle would be about 72.5 degrees.
