because of duality nature of light .. it acts as both wave and particle. for more check deBroglie's hypothesis ... also particle acts as wave which is visible when they travel at high velocity

there are quite irrelevant ... quantum of light is a photon. and photon is a particle whose mass is zero but has momentum and energy, as we see in relativity, and wave nature of EM radiation is more dominant that particle nature
