I'm pretty sure you can't, but I could be wrong. But you can change an mp3 to an exe.

You should elborate on the context in which you are trying this. Both files are binary blobs but the structure and information contained is fundementally different. You could certianly change the extention, but it would be comparing apples and oragnes.

Can you sing a phonebook? Probably. But it would take a lot of work and probably sound awful anyway. So why bother?
