Definitely the wrong forum, but Normans were French and as civilized as most Europeans.  The term "barbarians" belongs to Roman times and refers to outside the Empire, so it isn't even a good question.

Germans ARE Europeans.  Barbarians is a poor term.  Outside invaders would include Mongols.  Saracens would be outside but pretty civilized.  Vikings would be uncivilized but pretty much European.  Pick your favorite.
