A object is viewed in dim light. Why is the object most clearly seen when looked sideways rather than directly?

Are you saying that you view the picture with your Peripheral Vision? If so this is because the rods in the retina of your eye (photoreceptors) are more sensitive in your Peripheral Vision, then your Central Vision. This sensitivity makes the picture more visible.
