Why do we have to put (-) in Electrostatic potential force and what is the difference between electrostatic force which we don't need to put (-) and electrostatic potential energy ?

Electrostatic force is a vector quantity and if you put the sign of charge then ,if it is negative that means it is attractive otherwise repulsive. if you don't put the sign of the charge then must keep in your mind where the direction of this force. But electrostatic potential and electrostatic potential energy is scaler quantity and you must be used here magnitude of the charge with sign.
