That is correct but to determine "yes" or "no," some reason must be given for the answer. The first thing I would do is the plot the points on a sheet of paper.

(1,-3) throws off the idea that the sides of the quadrilateral may be horizontal or vertical.

You were making a decision on how the figure looks. There's no need to be sorry. That might have worked if the (1,-3) had not been one of the vertices. I think we will have to find the slopes of the lines determined by the points as sides of the quadrilateral and see if any adjacent sides of the quad have slopes that are negative reciprocals.
