I'd have to say C. To implement democracy in the country

Following WW2, the Cold War would begin and having Japan as a strong economic power and an ally in the East against Communism (China would become Communist and North Korea would fall in line with the Soviet Union) was seen as preferable to being swallowed up or split in half the way Germany had been.
