This one is also tricky, but I'd have to go with A. Communist rule as NOT being one of the reasons for rebuilding. They definitely wanted B. Democracy, so that cancels out with A. They also wanted to rebuild their economic markets so that they would be able to stand on their own two feet and provide opportunities for investment. As with the case in Japan, the democratic allies also wanted buffers against the Soviet Union and Communism in general. In a way, their efforts were also to prepare for the Cold War that they saw coming.
