I would interpret the picture to show all the possible kinds of soil. The pictures suggests that soil is a mixture of three different things: silt, sand and clay. Silt, sand and clay can be present in different proportions. If you're given an example where the soil is 40% silt, 10% sand and 50% clay, you'd find the 40% on the silt line, 10% on the sand line and 50% on the clay line and see what kind of soil you get where they intersect.
