Its stated purpose was to root out communist influences in labor, entertainment, education, etc. It actual main effects were to ride as roughshod over the Constitution as the communists would have liked to, to give some nutcases in Congress free publicity and a new location to blather

Good answer, that's basically what the HUAAC did. They wanted to root out communism in any form but they also took things too far. Because of them, they would engage in blacklisting of people (which affected their ability to find work) by merely suspecting them of being communist.

It's like putting someone on the stand because you only think that they like chocolate ice cream more than vanilla.

Don't worry about it, it's a tricky question. :)

You were actually close by picking C as one of your answers, which is the one I would go with. The reason is that C captures everything that the HUAAC did - by using their power to "root out" communists, they went on a witch hunt and did almost everything else that the other answers have.

Except for B, because even though the Red Scare was a terrible moment in history, many of those that ruined people's lives by pointing fingers got off scot free.
