If your are asked by a waiter "¿Quieres que el cheque?" (Would you like the check?" and you responded by saying "Yo quisiera" (I would) than this would be a correct conversational exchange. Therefore this is true.

False, at least not just like that just saying yo quisiera would be an incomplete sentence. You would have to say "si quiero la cuenta por favor." yo quisiera simply means I want so if someone comes and asks you "would you like the check?" you don't just say "I want"
