As noted by LLA, the question is ambiguous.

While making new national parks will increase the carrying capacity for populations in those areas, I don't think it will have much overall effect on carrying capacity for the species as a whole. Unless it is a crazily huge park or all the most of the members of the species are concentrated in it. Because it doesn't specify the populations subject to increase, this is a likely answer.

Plants will initially thrive, but they are more likely to reach equilibrium (i.e., the population growth becomes zero) as the species which eat them also increase.
