I suggest "rampant" or "widespread". By the way, comparing the treatment of maids in the 1950s to slavery is an extreme overstatement, in my opinion. 

Perhaps you are exaggerating for effect. If that is not  the case, then I recommend that you revise your first sentence. 

Unlike slaves, maids were not whipped. They could move to a Northern state (provided that they could financially afford to move). They did not have to travel via the Underground Railroad in order to move North. Additionally, a maid could quit her job and seek other employment (though her options may have been limited, depending upon a variety of factors).
