Carniel is right. Mutations come in two flavours: point mutations, where one base is substituted for another, and insertion/deletions - also called "indels" - where one or more bases are inserted or deleted. Point mutations and indels where multiples of 3 are inserted or deleted do not change the reading frame, but indels of multiples of 1 or 2 bases do.
