yes. the electricity will go down too, due to the pertubance of the earth's magnetic field. and all telecommunication devices will not bwe working.

strong enough!!! yes! 
a similar example is light. in a torch light is fine but a LASER with enough power can cut an object a strongly focused light from the sun can burn grass, paper or a simple soft material...hence enough power in the sun's flare can burn out the earth considering all the radiations that are emitted in that process especially Gamma rays. so i think that it can be.
