Both form an impedance, however, the inducltive/resistor provides a phase difference between voltage and current with the voltage leading the current, in the RC circuit it is the current leading the voltage. There is a memory helper for this, remember "Eli the Ice man" Eli is the inductive circuit with voltage (E) leading the current (I) with similar reasoning for the ICE. This lead or lag results in a power factor where the actual power is equal to the apparent power times the cosine of the phase difference between the voltage and current. With circuits providing power to electric motors, this inductive phase (ELI) can be so severe that corrections have to be made to bring the voltage and current more in line.
