you can use the pythagorean theorem to find the magnitude. with the 2 numbers given, use arctan(4/6) This will give you the reference angle in your calculator. degrees north of east can be used to describe the angle your calculator outputs

yes, but because the axis is represented with North and East, i figure they want you to use those in the final answer, although the positive x-axis is already 0 degrees
