low noise margin is the difference between voltage of receiving device and voltage of driving device.

Max. power means max. current. In your (correct) scenario you get I1=Vs/(R1+2Ron) and I2=Vs/(R2+Ron), and the total power is Vs(I1+I2)=3.188mW.
