Your question can be answered in many ways, but the most important thing is that family has an extremely huge role in the development of one's personality. Frequently the absence of a family causes a deficit in the child's education. Given that nowadays we easily have access to any kind of information, this minor that isn't assisted by parents can learn not only good things, but also wrong perspectives. Without the orientation of an adult that has at least a little notion of basic human rights and values, the child is influenced by media and -- given the lack of instruction -- is probably going to start committing minor offenses. Without education, family support and living in poor conditions, the teenagers find criminality and delinquency ways to escape their hostile environment. Their psycho-intellectual aspects aren't really defined until they are adults, because adolescency is a stage where children start questioning the world and finding out who they really are. It can be hard because society demands more than only the personality development: it demands the teenager to be popular, it establishes an unfair standard of what is beautiful, it makes people value physical appearance and material goods -- as if they are the only things worth living for -- , besides pressioning the teenager to get a profession, and so on. Having so many choices to make and no guidance at all, there is a huge possibility that the teenager will get lost and maybe become a delinquent. It is important that people understand the main reason is the lack of family and education, but there is also the figure of an apathetic society that does nothing to support those deliquents. Criminality is an issue supposed to be treated as a society deficiency, not a particular family problem. People see deliquents with prejudice, judge them unfairly and send them to jail, where the environment is even more hostile and the chances they will become major criminals are huge.
