does the use of assertion in this sentence make sense? "it may as well be the most sincere assertion of diversity that I have encountered."

Get rid of that "as" so that you have this opening -- It may well be the most sincere assertion . . . Now you have affirmed that you think this statement (whatever it is) may be the most sincere assertion of diversity that you have heard. The phrase "it may as well be" means something entirely different.
