You need to factor both the quadratic expressions. You can factor 3 out of the top expression to get 3(x^2+x-12). By further factoring, you get 3(x+4)(x-3). The bottom expression can be factored as (x-3)(x+2). Dividing, you get: 3(x+4)/(x+2) Because x-3 cancels out.
