Draw the lines perpendicular to the two tangents connecting the to the center of the circle. You now have a quadrilateral. Because the perpendicular lines to tangents are each 90 degrees, the angle given and the angle at the center must equal 180. So, the angle of arc X must be 180 - 70 = 110.
