The statement is: Either Brazil mobilizes and Brazil declares an embargo and the Dominican Republic appeals to the U.N. or either Cuba continues to send arms to South America or Argentina mobilizes.

It means "And"

There was no dot so I thought it looked better if I used an asterisk.

"And" in symbolic logic is the inverted v. ^
