f'(x) > 0 when x >0, so increasing on domain (0, infinity) f'(x) <0 when x<0, so decreasing on domain (-infinity, 0)

because its decreasing before x=0 and increasing after, what does that tell you about a max or min?

Yes, as Dockworker said, don't forget that plugging in the critical value into the second derivative and ending up with a negative is a maxima and if it is positive, then it is a minima. With that insight you should be able to find your answer.
